· Following the 4th Congress of (MPU), (NCGUB) Cabinet had a broad consultation meeting from 24th to 26th January 2009 at Grand Hotel, Malahide, Ireland inviting the following Ethnic, Democracy and Civil Society organizations and observers.


· The conference took place in midst of unprecedented pessimism and criticism notably unity and leadership question in the Movement for democracy in Burma.

· All agreed to pledge to work toward a unified leadership with an integrated action plan to achieve common objectives.

1. We, the organizations listed below, wish to express our profound thanks to the Government of the Republic of Ireland and Burma Action Ireland for their generous and kind support which has enabled us to meet here in Malahide, Ireland, from 24 to 26 January 2009.

2. We wish to express our deep appreciation and highest regards to the "Heroes of Democracy" in our country who continue to struggle with perseverance and determination to bring fundamental rights and freedom to the people of Burma in spite of the extreme risks involved.

3. We also wish to salute our courageous colleagues, many of whom have lost their lives and those who continue to languish in prison under harsh conditions, because of their efforts for democracy and civil liberties.

4. We call on the international community to help secure the immediate and unconditional release of all political prisoners, including detained elected representatives, NLD leaders U Tin Oo and Daw Aung San Suu Kyi, ethnic and democracy leaders, including Shan Nationalities League for Democracy Chairman U Khun Tun Oo, and leading members of the 88 Generation Students.

5. We are deeply appreciative of all Burma support groups, NGOs, and institutions which have tirelessly been extending assistance to the Burmese democracy movement and working for democracy in our country.

6. Burma is entering a critical period as the Burmese generals are trying to legitimize military rule in the country on the basis of a unilaterally written constitution and through elections scheduled in 2010.

7. We, therefore, unequivocally declare that we cannot accept the military sponsored constitution of 2008 in its current form. There is still time and opportunities are still available to correct the situation. We unanimously agree to pursue whatever options are available with determination and understanding in the interests of the nation.

8. We are committed to develop a unified leadership with an integrated action plan to achieve common objectives of establishing democracy and federalism in Burma.

Our Appreciation

We, the Members of Parliament Union - Burma, meeting here in Malahide, Ireland, from 20-23 January 2009, wish to express our profound thanks to the Government of the Republic of Ireland and to Burma Action Ireland for their strong support and assistance without which our Congress and consultation meeting with different democracy and ethnic organizations of Burma would not have been possible. Thanks to the generous and wholehearted support of the Government of the Republic of Ireland and Burma Action Ireland, we, the elected representatives of Burma, have been able to hold two Congresses in this hospitable country; the first one was in Dublin in 2000.

Our View & Demand

With regard to Burma, we are deeply concerned over the growing socioeconomic and political crises which are the result of the abuse of power, mismanagement, and short-sighted and intolerant policies of the Burmese military regime.

We are also concerned that the Burmese generals have prioritized their pursuance of the legitimization of military rule in Burma by unilaterally moving ahead with its planned elections in 2010 while the whole country is in the depths of despair and desolation as a result of poverty brought on by chronic mismanagement and policy failure. The situation is compounded by the devastation of Cyclone Nargis last year and the ongoing global economic crisis.

We are appalled that the Burmese generals, who, while clamoring about democracy, have turned their backs on every democratic principle and are committing the worst crimes against democracy activists and members of political parties, using thugs and apparatchiks to lawlessly overpower dissidents and cruelly impose long and harsh prison terms without proper trial and through the state-influenced judiciary, which is even impudently jailing lawyers defending democracy activists.

We are concerned that national leaders U Tin Oo and Daw Aung San Suu Kyi are still under house arrest and U Khun Tun Oo is being made to serve an extraordinarily lengthy prison term. Political detainees, including 17 elected representatives and all leading members of the 88 Generation Students, were vindictively sentenced to decades-long prison terms. Many of the political prisoners, including elected representatives, are ailing -- some with serious ailments -- because of harsh prison conditions, lack of medical care, or refusal by the authorities to let them receive proper treatment. World governments, international human rights institutions, and the United Nations should not let this intolerable situation continue. We call on them to urgently step in to secure their release as soon as possible.

We are deeply disappointed that the Burmese regime, which is a member of the United Nations and obligated to uphold the Universal Declaration of Human Rights (UDHR) and all other international human rights standards and conventions to which it is a signatory, continues to violate with impunity the worst kind of human rights abuses, including Article 21 (3) of the UDHR which states that "the will of the people shall be the basis of the authority of government", the launching of military offensives in ethnic areas with disregard for human suffering and destruction of life and property, the use of torture, summary and arbitrary executions, massive employment of forced labor and forced portering for the military, and violence against women, including rape.

We are also concerned for the future of our country given the fact that the quality of education has drastically declined, with drop out rates increasing even at the primary school level, and infant mortality rate rising. The Burmese generals who in the past decades had sacrificed the future of many young people by ignoring their education and health care are once again gambling with the lives of the next generation of young leaders. These generals are also showing lack of concern for the spread of HIV/AIDS and drug resistant strains of tuberculosis and malaria. Hence, we hereby issue the following declaration:

Reaffirmation

The MPU reaffirms that it will:

a) Strive to bring an end to authoritarian rule and military-dominated politics in Burma and restore democracy and human rights in Burma
b) Endeavor to become a potent force that democracy and ethnic movements inside the country can rely on
c) Contribute to the establishment of a Federal Union of Burma which guarantees equal rights to all citizens regardless of ethnicity, gender, and belief

Our Role & Mandate

a) Our role is to support and facilitate the National League for Democracy (NLD) and other election-winning parties to bring democracy and national reconciliation to the country.

b) Our mandate is derived from the election victory of the NLD and other political parties in the 1990 general elections.

Our Beliefs

A. The MPU firmly believes that the 2008 Constitution of the Burmese regime will not lead to democracy, resolve national problems, or bring peace and prosperity to the nation. The military leaders should review the constitution together with the NLD and other stakeholders so that constitutional amendments can be made to lessen military control over different aspects of political life and remove restrictions imposed on fundamental rights of the people of all nationalities.

B. The MPU is convinced that only an inclusive, equitable, and transparent common program involving all national forces can help resolve Burma's socioeconomic and political problems peacefully.

With this in mind, the MPU believes that the following steps should be taken by the Burmese generals to urgently begin a process of national reconciliation:

a) Freedom for Political Prisoners
Immediately and unconditionally release NLD leaders U Tin Oo and Daw Aung San Suu Kyi, Shan Nationalities League for Democracy Chairman U Khun Tun Oo, detained elected representatives, and all other political prisoners, including leading members of the 88 Generation Students, so that they can participate in the national political process

b) Dialog
Immediately accept NLD's offer for a dialog to pave the way for a peaceful and democratic transition within a set timeframe.

c) Ambience
While revoking all unjust laws and orders which criminalize legal political activities, conditions conducive to a credible democratic transition should be created and this should be done by lifting restrictions on basic political freedoms, such as freedom of association, freedom of expression, and freedom of assembly to ensure that the people can freely participate in the political process.

d) UN Mediation
Extend sincere cooperation with the good offices of the UN Secretary-General and accept its offer to mediate and help resolve Burma's political stalemate.

Our Programs
Preparing for the future

a) We, the MPU, fully endorse the initiative by the National Coalition Government of the Union of Burma (NCGUB) to introduce a common program of action for the democracy movement. The NCGUB believes that the military-backed elections in 2010 will not positively contribute to national reconciliation and nation building and that there is need to go through a democratic transition period during which issues burdening the nation will have to be resolved by all national forces. The MPU will contribute to the development of a common program of action which should be based on commonality of goals among democratic and ethnic organizations. Since all organizations and people inside the country commonly agree on a federal constitution and democratic principles, actions based on needs such as repatriation and resettlement of refugees, demobilization of armed forces, public welfare programs, land reform, rebuilding harmony between the civilian and military sectors, and other issues will be addressed in the common program. We, therefore, welcome initiatives underway where clusters of experts are working to resolve issues which we foresee will be burdening the nation during a democratic transition. The MPU will work hand in hand with democracy and ethnic organizations to implement the movement's democratic and federal goals as outlined in the proposed common program of action which is vitally needed not only to rebuild the nation but also to prepare for the future.

Global
b) Globally, we will also focus on keeping the international community informed about the Burmese military junta's attempt to legitimize military rule through its 2008 State Constitution which was unilaterally drafted and passed without the participation of the election winning parties, like the NLD and the Shan Nationalities League for Democracy. The truth about the Burmese generals' scheme will be informed through the media, the International Parliamentary Union, the ASEAN Inter-Parliamentary Myanmar Caucus (AIPMC), international coalition of political parties, parliamentarian friends of Burma groups, as well as friendly parliamentarians, and others.

Domestic
c) Our long-term programs for Burma aim for the emergence of an empowered civil society. To achieve this, the MPU will continue to encourage and support participation of the people in the political process, undertake capacity building programs like education on human rights, democratic governance, sustainable development, federalism, conflict resolution, and other relevant subjects. The MPU will also continue supporting non-violent activities of the democracy movement, including human rights monitoring, policy advocacy, and development of alternative media.

Our Position

The International Community

a) We believe that the international community, particularly regional countries, should be actively involved in resolving Burma's problems. Neighboring and interested countries can concertedly push for a dialog among the stakeholders in Burma so that a dialog for national reconciliation can take place. At the same time, they should support initiatives by the United Nations to forge a path by which such a dialogue can take place.

b) The UN Secretary-General should also conduct a goals-oriented tour of Burma but only when the Burmese generals are prepared to compromise.


Pressure Mechanisms

The MPU reaffirms that under the present circumstances, various pressure mechanisms adopted by different countries are an effective tool to persuade the Burmese military regime to recognize the crises in the country and need for peaceful resolution. They are part of the overall international strategy to facilitate a tripartite dialogue in Burma, and most importantly, they deprive resources to the regime which is unnecessarily spending more on its war budget than on socioeconomic needs of the people

Pressure mechanisms by the international community also proves to democracy movement leaders and others struggling for democracy inside Burma that they are not alone in their fight for freedom and human rights

Many non-binding international resolutions and opinions, such as ILO and UNGA resolutions, also generate a material impact on the regime.

Humanitarian Assistance

a) Humanitarian assistance delivered to the people of Burma should be transparent and accountable, independently monitored, and channeled through credible international NGOs with mechanisms installed to handle complaints.

b) Humanitarian assistance for refugees and IDPs should commiserate with the increasing number of refugees fleeing into neighboring countries and internally displaced persons resulting from military offensives and forced relocation by the Burmese Army.

c) Tens of thousands of people lost their family members, property, and means of earning a livelihood in regions hit by Cyclone Nargis last year. Reconstruction, resettlement, and rehabilitation programs for the cyclone victims will probably take several more years of national efforts. It is vital to ensure that independent monitoring and complaint handling mechanisms are in place to ensure that international delivered assistance packages actually reach the needy and that the programs are transparent and accountable.

Salutations


a) We are humbled by the selfless endeavors of our colleagues inside Burma whose sacrifice and courageous efforts to further the cause of democracy and human rights, particularly at this juncture when the Burmese military is ruthlessly and vengefully punishing dissidents. They will go down as heroes in history. We salute them.

b) We also wish to state that we are fully aware of the threats and harassments against leading members of the democracy and ethnic movement inside the country and the serious risks they are taking to express their political opinions and beliefs publicly in support of democracy, justice, and human rights. We salute them.

Electing a New Cabinet

In accordance with democratic principles, we, the Members of the Parliament Union -- Burma, have been electing a new prime minister to head the National Coalition Government of the Union of Burma once every four years. In keeping up with that practice, we are proud to announce that Dr Sein Win was re-elected as the prime minister on the final day of our Congress on 23 January 2009.

Six ministers were named to the Cabinet each of whom was confirmed through secret balloting.

The winning parties of 1990 election, on the New Year Day, the (NLD)[i], the (SNLD)[ii], the (ALD)[iii], the (ZNC)[iv], the (MNDF)[v], the (PND)[vi], and the (NDPHR)[vii] jointly issued a statement to release all political prisoners including Daw Aung San Suu Kyi (NLD), U Tin Oo (NLD), U Khun Tun Oo (SNLD), Min Ko Naing (88-Generation student leader), and the Monk leaders[viii].

Then on 29-1-09, the National League for Democracy (NLD) called a nationwide campaign for the immediate release of those detained and jailed leaders. We, Burmese pro-democracy movement in India fully support the political prisoner release campaign because it is the essential step towards national solidarity.

Under military rule the situation is alarmingly worsening and threatening peace and security of the region. The military junta is incapable and unwilling to protect its own population as witnessed when destructive Cyclone Nargis hit the country. The irresponsible generals held the sham referendum and announced that their unfairly written constitution was approved i.e. is downright unjust.

All election winning political parties of 1990 election already announced that they recognized neither constitution nor the upcoming election to be held in 2010. The generals repeatedly tell to the world that they are going for democracy. Ironically they arrest, intimidate and sentence to unbelievable long-term imprisonment to all opposition leaders.

Before country is utterly devastated, to save Burma, the first positive step is to free all detained political prisoners. We earnestly urge the people of Burma to take part in the campaign for the release of them. We sincerely appeal all Burma’s neighbors and the international community to secure the release of Daw Aung San Suu Kyi and others.

• ျပည္သူ႕လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားအဖြဲ႕ (MPU)၏ စတုတၴအၾကိမ္ေျမာက္ ညီလာခံအျပီး၊ ျပည္ေထာင္စု ျမန္မာႏိုင္ငံ အမ်ဳိးသားညြန္႕ေပါင္းအစိုးရအဖြဲ႕(NCGUB) သည္ ၂၄-၂-၀၉ မွ ၂၆-၁-၀၉ ေန႕အထိ ေအာက္တြင္ ေဖၚျပထားသည့္ တိုင္းရင္းသား၊ ဒီမိုကေရစီႏွင့္ လူမွဳေရးအဖြဲ႕ အစည္းအသီးသီးတို႕အပါအ၀င္ ေလ့လာသူမ်ား အားလည္း ဖိတ္ၾကားလ်က္ အိုင္ယာလန္ႏိုင္ငံ၊ မယ္လဟိုက္၊ ဂရင္းဟိုတယ္တြင္ “က်ယ္ျပန္႕ေသာ ညွိႏႈိင္း တိုင္ပင္မႈအစည္းအေ၀းၾကီး” တရပ္ကို က်င္းပျပဳလုပ္ခဲ့ပါသည္။

• ယင္းညွိႏိႈင္းေဆြးေႏြးပြဲမွာ ျမန္မာႏိုင္ငံ ဒီမိုကေရစီ လႈပ္ရွားမႈအတြင္း ညီညြတ္ေရးႏွင့္ ေခါင္းေဆာင္မႈအေပၚ အႀကံဳစဖူး အဆိုးျမင္မႈမ်ားႏွင့္ ေ၀ဖန္မႈမ်ားထြက္ေပၚေနသည့္ကာလအတြင္း က်င္းပခဲ့ျခင္းျဖစ္သည္။

• အဆံုးတြင္မူ “တစုတစည္းေသာ ေခါင္းေဆာင္မႈတရပ္ႏွင့္ တူညီေသာ ဘံုရည္မွန္းခ်က္ကို ေဖၚေဆာင္ရန္ ဘက္ေပါင္းစံု ေပါင္းစည္းထားသည့္ လုပ္ငန္းစဥ္တရပ္ ေဖၚေဆာင္ရန္ ၀ိုင္း၀န္း အေကာင္အထည္ေဖၚမည္”ဆိုသည္ကို အားလံုးက သေဘာတူညီၾကေပသည္။

၁။ ေအာက္တြင္ ေဖၚျပထားကုန္ေသာ က်ေနာ္တို႕ အဖြဲ႕အစည္းမ်ားအေနႏွင့္ ၂၀၀၉ ခုႏွစ္ ဇန္န၀ါရီ ၂၄ မွ ၂၆ ရက္ေန႕အထိ အိုင္ယာလန္ႏိုင္ငံ (မာလာဟိုက္)တြင္ ေတြ႕ဆံုေဆြးေႏြးညွိႏိႈင္းပြဲျဖစ္ေျမာက္ရန္ အေထာက္ကူေပးေသာ ဗားမား-အက္ရွင္းအိုင္ယာလန္ (Burma Action Ireland) ႏွင့္ အိုင္ယာလန္ သမၼတႏိုင္ငံအစိုးရတို႕၏ ေစတနာႏွင့္ ေထာက္ပံ့မႈအတြက္ လႈိက္လႈိက္လွဲလွဲွ ေက်းဇူးတင္ရွိၾကသည္။

၂။ မည္မွ်ပင္ ႀကီးမားဆိုး၀ါးေသာ အႏၱရာယ္မ်ားႏွင့္ ရင္ဆိုင္ႀကံဳေတြ႕ ေနရေစကာမူ ျမန္မာျပည္သူ လူထု လြတ္ေျမာက္ေရးႏွင့္ အေျခခံအခြင့္အေရးမ်ားရရွိေစရန္ အႏၲရာယ္ အသြယ္သြယ္ကို ရင္ဆိုင္ အန္တုလ်က္ စိတ္ဓာတ္ႀကံ႕ခိုင္မႈႏွင့္ မဆုတ္မနစ္ေသာ လံု႕လ၀ီရိယႏွင့္ ဆက္လက္ တိုက္ပြဲ၀င္ေနၾက ကုန္ေသာ ျပည္တြင္းမွ ဒီမိုကေရစီ သူရဲေကာင္းမ်ားအား ေလးစားဂုဏ္ျပဳအပ္ပါသည္။

၃။ ျပည္သူ႕လြတ္ေျမာက္ေရးႏွင့္ ဒီမိုကေရစီအတြက္ ႀကိဳးပမ္းေဆာင္ရြက္မႈေတြေၾကာင့္ ဘ၀ပ်က္ၿပီး၊ အမ်ားစုသည္ ျပင္းထန္ ၾကမ္းတမ္းလွေသာ ေထာင္တြင္း အေျခအေနတြင္ ဆင္းရဲဒုကၡမ်ား ဆက္လက္ ခံစားေနၾကရကုန္ေသာ သတၱိေျပာင္ေျမာက္လွသည့္ ကြ်ႏ္ုပ္တို႕၏လုပ္ေဖာ္ကိုင္ဖက္မ်ားလံုးကို ခ်ီးက်ဴး ဂုဏ္ျပဳပါေၾကာင္း အေလးအနက္ ေဖာ္ျပလိုပါသည္။

၄။ (၈၈) မ်ဳိးဆက္ ေက်ာင္းသားေခါင္းေဆာင္မ်ား၊ ရွမ္းအမ်ဳိးသားမ်ား ဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ ဥကၠဌ ဦးခြန္ထြန္းဦး အပါအ၀င္ အဖမ္းအဆီးခံ ျပည္သူ႕လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ား၊ NLD ေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႕ ဦးတင္ဦးတို႕ႏွင့္တကြ၊ တိုင္းရင္းသားေခါင္းေဆာင္မ်ား၊ ဒီမိုကေရစီေရး ေခါင္းေဆာင္မ်ားအပါအ၀င္ ႏိုင္ငံေရးအက်ဥ္းသားမ်ားအားလံုး ႃခြင္းခ်က္မရွိ ခ်က္ခ်င္းလြတ္ေျမာက္ေရး အတြက္ ေဆာင္က်ဥ္းေပးပါရန္ ႏိုင္ငံတကာ အသိုင္းအ၀ိုင္းအား ေတာင္းဆိုသည္။

၅။ ျမန္မာ့အေရး ေထာက္ခံအုပ္စုမ်ား၊ အစိုးရမဟုတ္ေသာ အဖြဲ႕အစည္းမ်ားႏွင့္ (အင္စတီက်ဳ)မ်ား အားလံုးတို႕၏ မဆုပ္အနစ္ေသာ ကူညီ ေထာက္ပံ့ကုညီမႈမ်ားအတြက္လည္း ကြ်ႏ္ုပ္တို႕ အေလးအနက္ တန္ဖိုးထားအပ္ပါသည္။

၆။ ျမန္မာစစ္ဗိုလ္ခ်ဳပ္မ်ားသည္ တဖက္သတ္ ေရးဆြဲထားေသာ ဖြဲ႕စည္းအုပ္ခ်ဳပ္ပံု အေျခခံဥပေဒကို အေျခခံလ်က္ ၂၀၁၀ ခုႏွစ္တြင္ ေရြးေကာက္ပြဲတရပ္က်င္းပရန္ စီစဥ္ထားၿပီး ႏိုင္ငံကို စစ္အုပ္ခ်ဳပ္ေရး ျဖင့္ တရား၀င္အုပ္ခ်ဳပ္ႏိုင္ေရးႀကိဳးစားေနျခင္းျဖင့္ ျမန္မာႏိုင္ငံသည္ ေသေရးရွင္ေရး အၾကပ္အတည္းသို႕ ေရာက္ရွိေနေပသည္။

၇။ ထို႕ေၾကာင့္ ကၽြႏု္ပ္တို႕အားလံုးသည္ ၂၀၀၈ ခုႏွစ္ စစ္တပ္က အဆိုတင္သြင္းခဲ့ေသာ ဖြဲ႕စည္း အုပ္ခ်ဳပ္ပံု အေျခခံဥပေဒအား လံုး၀လက္မခံႏိုင္ေၾကာင္း ျပတ္ျပတ္သားသား ေၾကညာလိုက္ပါသည္။ အေျခအေနဆိုးအား ျပဳျပင္ရန္ အခြင့္အလမ္းႏွင့္ အခ်ိန္ က်န္ရွိေနဆဲျဖစ္ရာ၊ ကၽြႏ္ုပ္တို႕သည္ တိုင္းျပည္ အက်ဳိးအတြက္ နည္းလမ္းေပါင္းစံုႏွင့္ တညီတညြတ္တည္း ေဆာင္ရြက္ၾကရန္ သႏၷိ႒ာန္ႏွင့္ နားလည္မႈ မ်ား ရရွိခဲ့ၾကေပသည္။

၈။ ကၽြႏ္ုပ္တို႕သည္ ျမန္မာႏိုင္ငံတြင္ ဖက္ဒရယ္ေရးႏွင့္ ဒီမိုကေရစီ တည္ေဆာက္ရန္ ဟူသည့္ ဘံုရည္ မွန္းခ်က္မ်ားကို ေဖၚေဆာင္ရန္ ညီညြတ္ေသာေခါင္းေဆာင္မႈႏွင့္ အားလံုးပါ၀င္သည့္ လုပ္ငန္းအစီအစဥ္ တရပ္အတြက္ လက္တြဲရြက္ေဆာင္ၾကရန္ သေဘာတူညီၾကပါသည္။

ေဖေဖာ္၀ါရီလထုတ္ ေခတ္ၿပိဳင္ဂ်ာနယ္တြင္ “စစ္အစိုးရဆန္႔က်င္ဖို႔ မဲခြဲဆံုးျဖတ္တာ သင့္ေတာ္ပါရဲ႕လား” “ရွင္းျပဖုိ႔လိုအပ္သည္”ဟု ဆိုထားသျဖင့္ ရွင္းပါမည္။ ရွင္းလည္း ရွင္းျပီးသားပါ။ ခက္သည္က ရွင္းထားျပီး အခ်က္ကိုလည္း ရွင္းပံုမေပၚျဖစ္ေနလို႕၊ ထပ္ျပီး ရွင္းရွင္းလင္းလင္းၾကီး ရွင္းျပရပါေတာ့မည္။

(၁) မဲဆြယ္ မဲ၀ယ္ ဇာတ္လမ္းဆိုတာ မရွိပါေၾကာင္း၊ တာ၀န္ရွိအဖြဲ႕အစည္းၾကီးႏွစ္ခုမွ ပူးတြဲအစည္းအေ၀း ျပဳလုပ္ျပီးသကာလ၊ ၂-၂-၀၉ ေန႕က ေၾကညာခ်က္ ထုတ္ခဲ့ျပီးပါျပီ။ ထပ္ကြန္႕လာျခင္းမွာ မဟုတ္တမ္းတရား စြပ္စြဲခံရသူမ်ား၏ ဂုဏ္သိကၡာကို ထပ္ခါထပ္ခါ ေစာ္ကားရာက်ေနပါသည္။ အလုပ္ေတြက တေလွၾကီး ရွိေနေသာေၾကာင့္ သူတို႕ မရွင္းအားၾကပါ။

(၂) ယခင္က ကုလေနရာအေရးကို (ဒပ္ဗလင္)မေရာက္မီအထိ (မဲေဆာက္)အေျခစိုက္ႏွင့္ (၀ါရွင္တန္) အေျခစိုက္ ကိုယ္စားလွယ္မ်ားသာ ထဲထဲ၀င္၀င္၊ ေလးေလးနက္နက္ ေလ့လာ၊ ေဆြးေႏြး၊ ေဆာင္ရြက္ေနခဲ့ၾက ပါသည္။ ညီလာခံေရာက္ေသာအခါ အားလံုးေသာကုိယ္စားလွယ္မ်ားသည္ ယင္းပုဂၢိဳလ္တို႕၏ အျပန္အလွန္ တင္ျပခ်က္မ်ားကိုလည္းေကာင္း၊ အမ်ိဳးမ်ိဳးေသာ အျခားအဖြဲ႕အစည္းမ်ား၏ တေလးတစား၊ ရင္တမမ ေပးပို႕လာၾကသည့္ အၾကံျပဳစာမ်ားကိုလည္းေကာင္း၊ အေလးအနက္၊ အျပန္အလွန္၊ သံုးသပ္ေဆြးေႏြးႏိုင္သည့္ အခြင့္အေရးရရွိၾကကာ ပိုမိုသင့္ျမတ္ေသာ အဆံုးအျဖတ္ကို ရရွိေစခဲ့ျခင္းျဖစ္သြားပါသည္။ သဘာ၀က်က် ျဖစ္ရသည့္ အျဖစ္ပါ။ (ပရီဂ်ဴးဒစ္)မရွိပဲ ဆံုးျဖတ္ၾကသူက အမ်ားဆံုးျဖစ္၍ အေျဖက အဲလိုသာျဖစ္လာပါသည္။ အဆံုးမွာေတာ့ အားလံုးကေန လြတ္လပ္ေသာဆႏၵနဲ႕မဲေပးခဲ့ၾကသည္ဟု အခိုင္အမာ ယံုၾကည္ပါသည္။

(၃) “(ကမ္ပိန္း)တခုအတြက္ ညီလာခံႀကီးက်င္းပၿပီး မဲခြဲရသည္”မွာ မဟုတ္ေရးခ်ပါ ခင္ဗ်ား။ ယင္းကိစၥမွာ (အာဂ်င္ဒါ) တခုမွ်သာျဖစ္ပါသည္။ ညီလာခံသည္ ေလးႏွစ္တၾကိမ္ က်င္းပျမဲျဖစ္ရာ၊ ညီလာခံတိုင္းဆိုသလို (ေဟာ့တ္-အစ္ရွဴး) ရွိတတ္ပါသည္။ ေလးႏွစ္အတြင္း အထူးအစည္းအေ၀းမ်ားမွာလည္း ထို႔အတူရွိပါသည္။

· ၁၉၉၅ ညီလာခံသည္ ေဒၚေအာင္ဆန္းစုၾကည္ ေနအိမ္အက်ယ္ခ်ဳပ္မွ ဦးစြာပဌမ လြတ္လာရသည့္ အခ်ိန္ႏွင့္ တိုက္ဆိုင္ခဲ့သည္။

· ၁၉၉၉ (ဘာလင္)တြင္ (ဒိုနာ-ဒရြတ္ဗင္း)မွသည္ ကိုယ္ပိုင္ ေလးေခ်ာင္းေထာက္ဗ်ဴဟာကို စတင္သည္၊ (အင္-အာရ္-ပီ)အား အစပ်ိဳးေစသည္၊

· ၂၀၀၀ ဒပ္ဗလင္တြင္ (စီအာပီပီ)ႏွင့္ (ရာဇာလီ)တို႕အား အာရံုစိုက္ခဲ့သည္။

· ၂၀၀၁ (ဘရပ္ဆဲလ္)တြင္ (အင္ပီ)မ်ား အရည္အေသြးျမွင့္တင္ေရး၊ (အီး-ဘီ-အို)ရံုး၊ (ဒီ-ဗြီ-ဘီ)၊

· ၂၀၀၃ (ဗြန္မားစဗစ္)မွာ တိုင္းရင္းသားလူမ်ိဳးစုတို႕၏ ပင္လံုစိတ္ဓါတ္အား အေလးအနက္ျပဳျခင္း၊ ႏိုင္ငံတကာေရာက္ (စီဗယ္လ္-ဆိုဆိုင္ရ္တီ)တို႕၏ (ကင့္ပိန္း)မ်ား၊

· ၂၀၀၃ (ဆစ္ဒနီ)မွာ (ဒီပဲယင္း)အေရးက လႊမ္းမိုးခဲ့သည္။

· ၂၀၀၄ ၀ါရွင္တန္၊ (ေက-အင္-ယူ)အျပစ္ရပ္စကားေျပာျခင္း၊ စစ္ေထာက္လွမ္းေရးပ်က္သုဥ္းျခင္း၊

· ၂၀၀၆ အီတလီ၊ (တူရိန္)တြင္ နည္းလမ္းေပါင္းစံုျဖင့္ ေဆာင္ရြက္ေရးက်ခဲ့ပါသည္။

(၄) ေဒၚေအာင္ဆန္းစုၾကည္အေၾကာင္းမပါဟု ေလ့လာသူက ဆိုျပန္ပါသည္။ မွားျပန္ပါျပီ၊ အမွားၾကီးပါ။ ညီလာခံတေလွ်ာက္လံုး (ဗီဒီယို)မွတ္တမ္းတင္ပါသည္။ အတြင္းစည္းအတြက္ပါ။ အသံဖိုင္ ထုတ္ျပဘို႕အထိ လိုမည္မထင္ပါ။ တခုသက္ေသျပပါမည္။ ကြ်န္ေတာ္တို႕၏ ၾကညာခ်က္တြင္ ႏိုင္ငံေရးအက်ဥ္းသား လြတ္ေျမာက္ေရးကို ထိပ္ကေရးထားပါသည္။ ညီလာခံအျပီးက်င္းပေသာ တိုင္ပင္ညွိႏိႈင္းပြဲ၏ ေၾကညာခ်က္ “Unity for Democracy and Civil Liberties” တြင္လည္း ကြ်ႏ္ုပ္တို႕၏ေခါင္းေဆာင္မ်ား လြတ္ေျမာက္ေရးကို အေလးထားခဲ့ပါသည္။ တပတ္အတြင္းပင္ ေဒၚစုကုိယ္တိုင္ (ဂန္ဘာရီ)အား အနိမ့္ဆံုးသိသာျမင္သာသည့္ အေျပာင္းအလဲသည္ ယင္းအေရးဟုဆိုလိုက္ပါျပီ။ ယင္းသတင္းထြက္မည့္ေန႕ကပင္ အိႏၵိယမွာ ထိုအေရးအတြက္ ဆႏၵျပခဲ့ၾကပါသည္။ တိုက္ဆိုင္တာမဟုတ္ပါ။ ေဒၚစုအား လူၾကားေကာင္းေအာင္ နာမည္ထုတ္ေအာ္ေနသည္ထက္ သူ႕ရပ္တည္ခ်က္ႏွင့္အညီ လိုက္ပါေဆာင္ရြက္ျခင္းျဖင့္ ေခါင္းေဆာင္မႈကို ေလးစာတာပါ။ တခုေျပာပါရေစ အမတ္တိုင္းက (အင္ဂ်ီအို)ေဒၚလာမစားပါ။

(၅) “စစ္အစိုးရတုိက္သည့္ကိစၥကုိ တုိက္မည့္သူႏွင့္ မတုိက္မည့္ သူဟူ၍ မဲခြဲဆုံးျဖတ္ၾကသည္” မဟုတ္ပါ။ “ဟုတ္သည္ဟု ထင္ျခင္း”အား အံ့ၾသရပါေတာ့သည္။ Credentials Challenge အေရးကို အေပၚယံကေလး ၾကည့္ပါက ယင္းသို႕သာျမင္ႏိုင္သည္က မဆန္းပါ။ ကုိယ္စားလွယ္မ်ား ေလ့လာဆန္းစစ္ၾကသည္မွာ အတိမ္-အနက္၊ အေလး-အေပါ့၊ အက်ဥ္း-အက်ယ္၊ အလား-အလာ၊ မ်ားစြာမ်ားစြာ ျပည့္စံုသေလာက္ရွိျပီးမွ ဆံုးျဖတ္ၾကခဲ့ျခင္းျဖစ္ပါသည္။ မဲခြဲလိုသူမ်ားရွိသကဲ့သို႕ (ကြန္ဆင္းဇပ္စ္) ရွာလိုသူမ်ားလည္း ရွိပါသည္။ “ဒီလက္နက္ဟာ ဒီေနရာနဲ႕ေတာ္မလာ၊ မေတာ္လား”ဟု အခ်င္မ်ားျခင္းထက္ တျပားမွမပိုပါ။ မဲသည္ အဆိုတခုကိုသာခြဲျပီး လူကိုမခြဲပါ။ လက္တြဲလုပ္ခ်င္စိတ္ကို ဖ်က္မျပစ္ပါ။ ကြ်န္ေတာ္တို႕မွာ မဲခြဲျခင္းအလုပ္ေတြ မ်ားစြာရွိခဲ့ျပီး၊ မ်ားစြာလည္းရွိပါဦးမည္။ ဒီမိုကေရစီ မဟုတ္ပါလားခင္ဗ်ား။

မေကာင္းသည့္ စနစ္အား အမတ္ေတြက မတိုက္ခ်င္ၾကဟု ရိုးစြပ္မႈသည္ ရိုးသားပါ၏ေလာ။ ထို႕ေၾကာင့္ “ရန္သူလည္းအားရ၊ ကုိယ့္ကုန္လည္းေရာင္းရေအာင္” အမတ္ေတြအပါအ၀င္ စစ္အာဏာရွင္စနစ္ကို တိုက္ေနသူမ်ားအား ဟိုဖက္ကလွည့္ အပုတ္ခ်၊ ဒီဘက္က လွည့္သေရာ္ေနျခင္းမ်ားအား ျပန္လည္ ဆန္းစစ္ၾကရန္ အႏူးအညႊတ္ေမတၲာရပ္ခံပါသည္။

ျပည္သူ႕လႊတ္ေတာ္ကုိယ္စားလွယ္မ်ားအဖြဲ႕(MPU) ႏွင့္ ျပည္ေထာင္စုျမန္မာႏိုင္ငံအမ်ိဳးသားညြန္႕ေပါင္းအစိုးရ(NCGUB)တို႕၏ အိုင္ယာလန္ႏိုင္ငံ၊ (ဒပ္ဗလင္)တြင္ က်င္းပခဲ့သည့္ ျပည္သူ႕လႊတ္ေတာ္ကုိယ္စားလွယ္မ်ားအဖြဲ႕ညီလာခံႏွင့္ ပတ္သက္ေသာ ပူးတြဲထုတ္ျပန္ခ်က္

The Fourth Congress of the Members of Parliament Union (MPU), held in Malahide, Ireland from 20 to 23 January 2009, was successfully completed in accordance with democratic principles.

Like in a true parliamentary session, several important issues were heatedly debated and seriously discussed among the parliamentarians but once the discussions were over, they treated each other with respect and good manners. We reject irresponsible and groundless media reports about a brawl taking place during the discussions.

The decisions taken on issues like Credentials Challenge at the United Nations, the election of a new Prime Minister, and the confirmation votes on ministers nominated by the new Prime Minister were conducted through secret balloting and strictly in accordance with standard democratic principles. Hence, all reports aimed at disgracing the Congress, the MPU, the NCGUB and individual parliamentarians are far from the truth.

The decision to issue this public statement was decided by the joint meeting of the MPU and NCGUB held on 1 February 2009.

စတုတၴအၾကိမ္ေျမာက္ ျပည္သူ႕လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ားအဖြဲ႕(MPU)ညီလာခံၾကီးအား အိုင္ယာလန္ႏိုင္ငံ၊ (ဒပ္ဗလင္) ျမိဳ႕ေတာ္အနီး၊ (မာလာဟိုက္)တြင္ ၂၀-၁-၀၉ မွ ၂၃-၁-၀၉ ေန႕အထိ က်င္းပျပီးစီးခဲ့ပါသည္။ ညီလာခံအတြင္း လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားသည္ လႊတ္ေတာ္တရပ္က်င္းပသကဲ့သို႕ အၾကိတ္အနယ္ ေဆြးေႏြး၊ ျငင္ခံုမႈမ်ား ရွိခဲ့ၾကပါသည္။ ညီလာခံ က်င္းပေနစဥ္ႏွင့္နားေနစဥ္အခ်ိန္မ်ားအတြင္း ကိုယ္စားလွယ္ မ်ားအားလံုးကလူၾကီးလူေကာင္းပီသစြာျပဳမူ၊ ဆက္ဆံခဲ့ၾကျပီး၊ အခ်ိဳ႕ေသာ (မီဒီယာ)ေဖၚျပခ်က္မ်ားျဖစ္သည့္ ခိုက္ရန္ေဒါသျဖစ္ျခင္း လံုး၀ကင္းရွင္းခဲ့ၾကပါသည္။

ထို႕ျပင္ စစ္အစိုးရ၏ ကုလသမဂၢေနရာစိန္ေခၚေရး (Credentials Challenge) ကိစၥေဆာင္ရြက္ရန္သင့္၊ မသင့္ဆုံးျဖတ္ျခင္း၊ ၀န္ၾကီးခ်ဳပ္ေရြးခ်ယ္ျခင္း၊ ၀န္ၾကီးခ်ဳပ္မွ တင္သြင္းသည့္၀န္ၾကီးမ်ားအား အတည္ျပဳျခင္း၊ စသည့္ကိစၥရပ္မ်ား ေဆာင္ရြက္ၾက ရာတြင္လည္း ဒီမိုကေရစီက်င့္စဥ္မ်ားႏွင့္အညီ ရြက္ေဆာင္ခဲ့ၾကျခင္းလည္း ျဖစ္ပါသည္။

ညြန္႕ေပါင္း အစိုးရ အားလည္းေကာင္း၊ ညီလာခံတက္ ေရာက္ၾကသည့္ လႊတ္ေတာ္ကိုယ္စားလွယ္ တဦးခ်င္း လည္းေကာင္း ဂုဏ္သေရ ထိခိုက္ေစသည့္ ေရးသား၊ ေျပာဆိုခဲ့မႈမ်ား အားလံုးသည္ အျဖစ္မွန္ႏွင့္ ကင္းလြတ္သည္ျဖစ္ေၾကာင္းကို ၁-၂-၀၉ ေန႕တြင္ ျပဳလုပ္ခဲ့ေသာ (NCGUB/MPU) ပူးတြဲ အစည္းအေ၀း၏ ဆံုးျဖတ္ တာ၀န္ေပးခ်က္အရ ဤေၾကညာခ်က္အား အမ်ားျပည္သူ သိရွိေစရန္ ထုတ္ျပန္အပ္ပါသည္။

Joint Statement regarding to the 4th MPU Congress held Ireland

The 4th Congress of the Members of Parliament Union (MPU) was successfully held in Malahide, Ireland from 20th to 23rd January 2009. During the Congress the attending Members of Parliament seriously discussed, argued and debated like a Parliament Session. However, the Parliamentarians during session or time-out, treated one another gentlemanly and there was no brawl at all as per a few media reports.

The decision makings on credentials challenge issue, election of the Prime Minister and approval voting for new Cabinet members were carried out in accordance with standard democratic principles.

Therefore all imaginary reports and interviews which discredit the legitimate Congress, the MPU, the NCGUB and the individual Parliamentarians are far from truth. This public statement is issued as decided and assigned by the joint meeting between MPU and NCGUB held on 1-2-09.
